House Approves C-TPAT Reauthorization Legislation

Customs and Border Protection’s (CBP) voluntary security program, Customs-Trade Partnership Against Terrorism (C-TPAT), was reauthorized by the U.S. House of Representatives on October 23 by a vote of 402-1 and will now make its way to the Senate for further vote.

This piece of legislation, which was given a budget of about $39 million for fiscal year 2017, marks the first reauthorization of C-TPAT since its inception and essentially puts into statute, the current C-TPAT procedures. Several changes to the security program were also approved; mostly related to the benefits provided to program participants, such as importers and customs brokers. The legislation would require CBP to formally consult with C-TPAT participants before CBP makes any changes to C-TPAT procedures, such as the Minimum-Security Criteria (MSC).

The Senate has not indicated if/when it will take action on the legislation.
