Updates in Fruit Cutting Requirements for Cold Treatment Commodities

Dear Valued Customer,

There has been an update made to the APHIS Fruit & Vegetables Manual. The following commodities will no longer require cutting during inspection:

  • Grape
  • Cherry
  • Blueberry

Below is the most up to date USDA APHIS Fruits and Vegetables Import Manual.

Cold Treated Commodities

Cold treatment (CT) is used to mitigate the risk of internal feeders such as fruit flies. It is approved for use on certain commodities from certain countries. To verify the effectiveness of the cold treatment, most fruit in cold treated consignments must be cut and findings documented on an Inspection Findings Chart (Table 2-26 on page-2-45.) Typically, CT is initiated in the country of origin and is completed during the voyage to the US. Upon arrival, PPQ Plant Health Safeguarding Specialists (PHSS) verify the CT treatment temperatures and time were met and communicate the satisfactory results to CBP Agriculture Specialists. Some consignments may be imported with the intent to undergo cold treatment in the US, or a consignment may need to finish the cold treatment cycle upon arrival. If a required cold treatment is not met upon arrival, the consignment may only enter at US ports that have approved CT facilities or ports in the North Atlantic (north of 39° latitude and east of 104° longitude.)

Commodities with No Fruit Cutting Requirements

The following commodities donotrequire cutting to verify the cold treatment:

  • Blueberry
  • Cherry
  • Grape

If the blueberry, cherry, or grape consignment has been precleared (precleared commodities will be accompanied by a PPQ Form 203 or vessel report), it does not need to be inspected for hitchhikers, contaminants, or other pests and diseases. Verify the documentation and release the consignment. If the blueberry, cherry, or grape consignment LACKS proof of preclearance (PPQ Form 203 or vessel report), conduct the standard 2% inspection to examine for hitchhikers, contaminants, or other pests and diseases.
